Tom, a product of the Blackpool youth system, was sent out on loan to Hereford United in the 2011/12 season in a bid to gain some first team football.
He played 38 games for the Bulls, scoring 11 goals before returning to Bloomfield Road in the summer of 2012.
The 19-year-old has since been loaned out to Fleetwood Town, where he will remain until January 2013.
